Nanyang pushes household registration reform

As part of its household registration reform (called hukou), Nanyang has removed restrictions on six categories of applicants and set up a communal hukou system bringing easier access to rural residents.

As long as they have a legal and stable residence in urban areas, individuals, their spouses, children, and parents who lived with them will now be eligible for urban hukou applications, said Wang Yong, an official at Nanyang Public Security Bureau.

Tenants can apply for an urban hukou if they receive the approval of the house owner and provide the tenancy registration certificate issued by local housing management departments.

The city has also scraped the requirement for college graduates, technician, graduates from vocational schools, rural students attending schools in the urban areas, soldiers and overseas returnees. Each will be able to have their hukou transferred to the urban area.

A communal collective system has been set up in Nanyang. Once confirmed and approved by the local police station, those with neither legal and stable residence nor a direct relative to depend on can apply for a collective hukou based on units such as township, street, community or village, added Wang.
