China BSR recruited volunteers to conduct international rescues after a hydroelectric dam in southeastern Laos' Attapu province collapsed and caused flooding in six villages, leading to heavy casualties. Fan signed up immediately after seeing the rescue recruitment notice.

Fan said that this Laos rescue mission was one of the toughest in the history of China's BSR. The rapidly changing environment, rainstorms, mosquitos, and leeches made it difficult for the rescuers to carry out the operation. But the team completed the mission with the support of the government and local overseas Chinese. Fan was proud to be a Chinese helping others abroad.

The BSR was mainly involved in searching for survivors, victim evacuation, medical assistance, epidemic prevention and elimination, and supply distribution in Laos. During the 12-day rescue, the team searched six villages, evacuated 38 villagers and treated 263 people. They also disinfected an area of 25,000 square meters to prevent disease.

The tireless efforts of the rescuers were highly praised by officials of Laos.
